		<description>It&#039;s because of binge drinking that the drinking age must be lowered to 18 with the comprehensive alcohol program which includes alcohol licensing and alcohol education attached. The alcohol program and the lower drinking age will accomplish more than the current drinking age has or will do because the alcohol program will teach new drinkers responsibility. Finally, because a drinking age at 18 would treat 18, 19, and 20 year olds as adults, this lower drinking age would also encourage alcohol responsibilty.</description>
