I am a proud member of change.org for the advocacy which is encouraged by that website. The ageist drinking of 21 must be repealed for a much better solution which is why "21 Doesn't Work. Change the Drinking Age" is a great title for that idea. Hopefully, the Obama administration will place the priority of lowering the drinking age to 18 along with education and licensing higher on their priority list.
